Shetou, Ready to Shine Again
As the important town of manufacturing hosiery, Shetou once had a glorious history. In recent years, due to the turmoil of the global market, the increase of labor costs, and China, as a low-price competitor, Shetou hosiery is facing a downturn in domestic and overseas markets. Now, Shetou hosiery needs a reform comprehensively. Since the Shetou hosiery has developed for almost half a century, the industry chain and the skills of workers are mature. Kaili Yieh, the former dean of the College of Management, leads USR projects in NCUE and promotes projects such as "Sustainability for Shetou Hosiery" and "Shetou: Innovation, Startup, Revitalization", hoping to create another boom for Shetou hosiery. It is worth waiting for its prosperity.
The Dawn of the Hosiery Industry
Located in the west of Bagua Mountain, Shetou is a small town with a population of less than 50 thousand. In the days of the Japanese ruling, the Zhengs brought a manual knitting machine to the Qingshuiyan and founded the "Sheng Li hosiery factory", opening the era of the hosiery industry. After the hardworking of the Shetou people, the hosiery industry gradually became the main industry instead of the agriculture. In the 1970s, the government promoted the policies of "factories at home", accelerating the development of the hosiery industry. At the time, more than half of the people engaged in the industry, creating the phenomenon of "numerous presidents". The Shetou hosiery also made the country a handsome profit, winning the reputation of "Hometown of Socks".
Facing Challenges, Glorious No More
"Some received bounced checks, others changed their careers, and still others left Shetou." said the former president of Development and Promotion Association of Shetou Hosiery Industrial Park, XinYo Liu. He expressed the lament for difficulties and challenges faced by the current hosiery industry. According to the estimates, there are only 200 hosiery factories left at present in Shetou, which is an obvious shrinkage compared to the 600 factories in the heyday. Moreover, because of the decline of the industry, the lack of employment opportunities, and low salaries, the young people in Shetou are forced to leave the town, resulting in the situation of "fewer socks, fewer people".
The Academia Promotes the Plan of Shetou's GlorySS Together with the Locals
"The hosiery industry is currently faced with difficulties; the local academia cannot sit back and take no action!" With the belief that "Assisting local communities to achieve sustainability is one of the many ways to realize USR;" Professor Kaili Yieh gathered college professors, students, hosiery factories, and volunteers to form a team called "Shetou Glory". They apply for two USR projects, "Sustainability for Shetou Hosiery" and "Shetou: Innovation, Startup, Revitalization", planning to construct a self-sustaining system for the community that connects to three of the Sustainable Development Goals adopted by UN member states: ensuring quality education, building sustainable cities and communities, and promoting decent work and economic growth. The team aims at renewing the business model, starting up a social enterprise, and revitalizing the local community in order to achieve the goals of "university uniqueness, local revival, international connections" and create social and economic values, breathing life into the local community. "Through the collaboration between industry and academy, we now have the opportunity to revive Shetou's hosiery. We also witness how teachers and students work with each other, hoping to dedicate something to the society."
Building Dreams Step by Step
As the program gradually unfolds, the USR office located in the college of management becomes the team base. A team led by Professor ZongXin Li established the brand "Tavocol", the former name of Shetou, in hopes of "recreating the history, discovering multiple values, strengthening local identity, and shaping a sustainable brand." In addition, the team actively interviewed the elderly to discover local features and problems. With the help of county councilor JunXiong Zheng and township mayor JinChang Liu, the team integrated Shetou's literature and history tour, Tienchung Marathon, and the Changhua Shetou Socks and Guava Festival, "leading people to experience a different Shetou through their steps and laughter" to promote a multifaceted tourism.
NCUE Team: Showing Competence Through Collaborations
Professors in the "Shetou Glory" team lead students to assist hosiery factories to overcome problems regarding their brand, sales channels, e-commerce, and marketing. Through school camps, volunteering services, university lectures, and workshops, the team actively fosters creativity and seek talents that would be the help in community development. The students said "This team has given us strength and precious experiences," "The USR project has driven me to discover the needs of the society. The whole process makes me a more mature person." The team expects to draw in more enthusiastic and creative youths to participate in public affairs, facilitating social development.
Bring Back Shetou's Glory
HuiYing Chang, the CEO of Easyfit said, "A virtuous circle now exists between the NCUE team and our community. The team's dedication makes us better and encourages us to contribute to the development of our industry and community." Not only Chang, but the locals also acknowledge the efforts of the NCUE team. The participation of both universities and communities fulfills social responsibility, promote universities' uniqueness, and facilitate community sustainability. Members of the team also firmly believe that "The future of Shetou lies in the hosiery industry that integrates technology and culture. We will introduce Shetou's socks to the world and restore faith in people of our perseverance." The day when Shetou returns to its glory is just around the corner!
