Upgraded to special municipality status, Taoyuan City has undergone various transformations in terms of both software and hardware after Mayor Cheng took office. It is a livable city with many job opportunities. Due to the successive completion of various constructions, Taoyuan City has maintained positive population growth in recent years and has also retained the spirit and culture of various ethnic groups. In addition, Taoyuan also has the largest food industry cluster in Taiwan. In the process of urban transformation at this moment, it is the most suitable time to make plans for urban renewal programs under the guidance of pursuing the citizen’s health and welfare.
During the implementation of the project between 2020 and 2022, food safety education will be launched in the direction of “both broad and deep” dimensions. In the vertical and in-depth development of food safety education, the main focus will be on the lunch kitchens of the schools in Taoyuan City, be it self-run or catered. The goal of the plan is that these kitchens will need to have at least three full-time faculty members to earn the food safety control certification in HACCP 60A and 60B, which will enable them to provide on-site inspection and help relay to the authorities in case of food abnormality in order to minimize the possibility of collective food safety hazards. At the same time, walking-around community food safety education activities will be planned in order to stimulate the participants’ learning interest and willingness through real-life operations and experiences. This will help to turn the related knowledge of food safety controls into popular science, strengthening the citizens’ knowledge about food safety education.
In the work of community building, the focus of work includes “promoting community health awareness”, “inspecting community health venues”, “organizing health-building activities”, “across-school health fitness volunteers training”, and “long-term health-building practices”. Fitness training courses are designed for citizens of different age ranges in several communities in Taoyuan City, including Zhongli and Luzhu, to promote community health activities through community organizations and clubs. In addition, in order to encourage young people to engage in social work, this project mainly trains volunteers from colleges to get involved in the work of community health building. Project members are requested to get in touch with the communities to solicit the citizens’ willingness to get involved in health building and inspect the features of the communities.
The promotion of this project has been sprouting in various places in Taoyuan City. In 2020, college student training activities have been held to educate young volunteers to earn professional certification of food safety and become qualified as fitness coaches of the elementary level. More college students will be trained to engage in community activities during the three-year project through the promotion of food safety and long-term health-building practices, which have been well-integrated into community service learning. College club members are also encouraged to get involved in the work of community health building.
Moreover, since HACCP 60A and 60B are professional certificates of food hygiene and safety control recognized and actively promoted by the Ministry of Health and Welfare. After students have earned these two certificates, if they want to enter the food preparation and supply fields in the future, they have already held the edge for employment competition. On the other hand, college students who are qualified as fitness coaches through volunteer training also have the edge for employment in the future if they intend to get employed in the fitness-related industry after graduation, or serving as instructors in health clubs.
Due to the fact that Coronavirus disease 2019 (COVID-19) has not been completely contained yet, many an event has been put on hold to avoid community contamination during the first half of 2020. However, it was found that, by visiting the borough directors and community representatives, citizens have grown into being more aware of public health awareness and community environment issues and have expressed their willingness to get involved.
The promotion of food safety and community health building will be conducted in two directions: the first direction is to carry out the community health building work as far as the pandemic prevention measures allow; the second direction is to help citizens acquire necessary knowledge with the application of online media through virtual learning. It is hoped that the promotion of this project will set a good example of both food safety education and community health building in Taoyuan City.
