Sustainable Fuxing – Building Smart and Resilient Tribes

Reaching out to Fuxing to create mutual benefits

As the only mountain indigenous community in Taoyuan City and a local self-governing public legal entity, Fuxing District is unique not only for its beautiful mountain scenery but also for its rich Atayal history and culture. However, Fuxing is also the area in Taoyuan that is most susceptible to natural disasters and can become isolated in the midst of an act of God.

As an effort to reach out to Fuxing to learn, work and create mutual benefits with local residents, members of the “Sustainable Fuxing – Building Smart and Resilient Tribes” project of the College of Engineering of National Central University (NCU) is working with the locals to make Fuxing a sustainable and resilient community for the survival, livelihood, and lives of the tribes through the four sub-projects of Smart Disaster Prevention, Smart Energy, Sustainable Water Resources, and Tribal Revitalization.

Sustainability and Community Empowerment in Disaster Prevention

From the perspective of sustainability, disaster prevention as a means of survival involves the stages of preparedness, response, and recovery. In the sub-project of Smart Disaster Prevention, we see the locals as the principal part of disaster prevention efforts, striving to empower the community through the exchange of disaster prevention information, the establishment of a disaster prevention system, and the cultivation of disaster prevention personnel.

To that end, we worked with Yisheng Elementary School to make models of local topography to help students understand the terrains and landforms of their hometown. We also monitored and recorded data of local topography to give them a better idea of the dynamics of the local topography. In addition, through the activities of the Resilient Community held by Yisheng Village, we and the locals surveyed disaster prevention resources in Fuxing District, discussed issues related to disaster prevention, and assigned disaster prevention tasks. All of these were aimed at raising awareness of disaster risk management among the locals and strengthening their abilities to respond to and recover from disasters.

A community featuring clean and green energies

In the context where extreme weather has led to accelerated ice melting in the Arctic, and natural disasters such as wildfires in California, people across the world are facing grand challenges for the natural environment, and are in urgent need of more sustainable environmental governance. In Fuxing, which is highly vulnerable to extreme weather, the NCU team is trying to introduce an energy source that is more in line with the low-carbon green economy, so that the locals will no longer be left in isolation in the midst of power outage caused by adverse weather.

After reaching a consensus with the locals, we chose Xiayun Village to plan the establishment of a microgrid. We have set up a micro weather station in Xiayun Elementary School and are planning to build related facilities in Yisheng Elementary School. The former is intended for emergency purposes, allowing the locals to use the power from the microgrid to maintain necessary contact and provide disaster relief in the event of traffic disruption and power outage. The latter is designed for educational purposes so that students can learn to use the micro weather station to collect and interpret data and understand statuses and changes in local natural environments.

Reasonable distribution of clean water

Fuxing is an important catchment area upstream of the Shihmen Reservoir. Despite its function of collecting rainwater, Fuxing is facing a water-related challenge graver than expected. The lack of stable water supplies is partly caused by the fact that there are no water distribution pipes and water storage facilities in the district. The locals have to get their water from mountain areas. As a result, they are dependent on the weather for stable water supplies and have to suffer from having no water to use from time to time. In addition, they need to spend extra time and effort to ensure that the makeshift water distribution pipes they built are not damaged by natural or manmade activities.

In addition to water availability, unequal distribution is yet another challenge faced by Fuxing. While some tribes have relatively more abundant water resources, others suffer from a constant shortage of water resources. In a summer camp held in Changxing Elementary School, we showed students the importance of water, methods of monitoring water quality, and approaches to conserving water resources. We and these children from the mountains also enjoyed the fun of playing in the water in the summertime. Through Teacher Empowerment Workshops, we worked with elementary and junior high school teachers in Fuxing to incorporate related courses into the curriculum of each grade, so as to better connect issues in daily life with the teaching in classrooms. For general residents, we organized handmade soap workshops to promote the reuse of waste oil and the use of phosphate-free detergents, encouraging people to reduce water pollution by changing their daily habits.

Makino bamboo industry as the core of revitalizing Fuxing

With National Development Council declaring this year as Taiwan’s Regional Revitalization Year, the NCU team and the locals are seeking the opportunity to attract tribal members migrating to other places to move back to and settle down in their hometowns in the mountains.

Aiming to nurture talents, we worked with Yisheng, Changxing , and Jieshou junior and elementary schools to incorporate indigenous traditions, cultures and wisdom into digital learning and teaching. We also worked with Fuxing District Community Development Association to design experiential travel journeys, leading students enrolled in credit-bearing programs and indigenous courses to immerse in the magnificence of mountains and indigenous lifestyle in Fuxing District.

Most importantly, with the promotion of Makino bamboo industry as the core of the next step of our planning, we, Fuxing District Office and the locals are preparing to apply to the National Development Council for subsidies for the revitalization project of Fuxing. This project will mark a major milestone in the development of Fuxing, and the NCU team is fully committed to realizing it.

Taking practical steps toward sustainability

For the first year of the project, the NCU team will work based on professionalism to implement the project with enthusiasm and correct our approaches through trial and error. We will visit Fuxing more frequently, and the number of travelers to local tribes are determined to increase. The ultimate goal of the project is to learn from the mountains and work with the locals to create a better prospect for Fuxing.

Announcement of the list of winners

The various prizes are expected to be notified via email and also announced on the event official website on December 14 (Monday), please will the prize winners pay attention to the prize-winning information, and send back the relevant documents according to the notices & explanations; no separate notification will be issued.

  1. The event period for this event is based on Taiwan time, and the delivery of the rewards is restricted to regions including Taiwan, Penghu, Kinmen, and Matsu.
  2. Please refer to the actual products for the event rewards, the pictures used on the website are for reference only; no request for changing colors, specs, transfers, or cash redemption will be accepted.
  3. Our event organizer will not be liable for the follow-up warranty and maintenance of the winning rewards; once the rewards have been collected, signed, and accepted, no reissuance of the rewards will be available if the rewards have been lost, peculated, discarded, or damaged. Please refer to the actual products for the prize rewards, no return or exchange will be accepted; the prize winner must contact the manufacturer of the rewards if there is any issue regarding malfunctioning, damage, or maintenance.

  6. When the prize winners have completed filling out the prize-winning info, the organizer will double-check the identification data of the prize winners, the rewards will only be sent out when all data is correct.
  7. All prize-winning qualification needs to be approved by the organizer before it becomes effective, all reviewing standards are based on the organizer as the only reference.
  8. If the prize winner did not fill in the data complete and correct, or cannot be in contact, or did not send back the required data within the announced time of the rewards, the prize winner will then be deemed to voluntarily give up the prize, no separate notification will be announced.
  9. According to the R.O.C Tax Act, if the prize winner is an individual residing in Taiwan, and the prize amount (value) exceeds NT$1,000 (inclusive), then a copy of both sides of the ID card will need to be handed in for taxation, which will be incorporated into individual income for the annual taxation. If the prize winner is not an individual residing in Taiwan, 20% of reward tax must be deducted from the reward first regardless of the prize amount before the prize winner can collect the reward. If the prize winner is not an adult, a household registration transcript must be provided along with a letter of consent from the legal representative. If the prize winner is unwilling to pay the tax first, he/she will be deemed to give up the reward, and no objections will be accepted.
  10. If the prize winner is in violation of the relevant event measures or has other dissents, the organizer is allowed to retrieve the reward and no objections from the prize winner will be accepted. If a judicial dispute is involved, all legal liabilities will be held by the individual. The organizer will not be liable.
  11. If it is confirmed that the participant used a hacker program or other method that evidently violates the fairness of the event in an attempt to influence the event, the organizer is then allowed to disqualify the participant immediately or to cancel the prize-winning qualification. Compensation will be liable if a loss is caused for the organizer due to this.
  12. For reasons that the organizer are not liable for, including a computer, network, telephone, or technique issues resulting in the delay, loss, incorrect, unidentifiable, or damaged data uploaded by the participants, the organizer will not be liable for any legal liability, and no objections from the participants and prize winners will be accepted.
  13. The organizer reserves the rights to review the qualification of the event participants, if the organizer or a third party has reported that the participants are found to use methods that are intentional or evidently violate the fairness of the event, or do not conform to the rules of this event, the organizer will then be allowed to cancel the prize immediately.
  14. The event measures are stated on the event platform, the organizer reserves the right to alter the event details at any time (participating method, gift content and quantity…etc.); the participants must agree completely to follow and obey the alterations of the event without any objection. Please refer to the announcement of the event measures if alternations have been made to the event measures, no separate notification will be available.
  15. Unmentioned matters of this event should be handled according to the relevant rules of the civil law; the organizer reserves the rights to maintain, modify, cease and explain the content, as well as to cancel the prize-winning qualification of any prize winner influencing other prize winners’ rights.   16. Participants in the event agree to accept the event measures and notices, if, in violation, the organizer will then be allowed to cancel the qualification of the participant or the prize winner, and then request the participant for compensation for the losses caused.
  17. When the event is unable to be conducted due to force majeure causes, the organizer has the rights to cancel, terminate, modify, or cease the event. Participants in the event are deemed to accept the effectiveness of the rules, for unmentioned matters, the organizer reserves the rights to modify, terminate, and alter the event content details without giving out a separate notification.
